WSACC's History and Responsibilities
The Water and Sewer Authority of Cabarrus County (WSACC) was established April 8, 1992, by agreement and organized by the governing bodies of the Cities of Concord and Kannapolis, the Towns of Harrisburg and Mt. Pleasant, and the County of Cabarrus, in order to operate and maintain a regional interceptor sewer system and a regional wastewater treatment plant.
The Bylaws of WSACC require a nine (9) member Board of Directors comprised of representatives from the governing bodies of each organizing jurisdiction within Cabarrus County. The Board of Directors is made up of two (2) members from Cabarrus County, two (2) members from the City of Concord, two (2) members from the City of Kannapolis, one (1) member from the Town of Harrisburg, one (1) member from the Town of Mt. Pleasant, and one (1) at-large seat which is appointed by Cabarrus County upon advisement from the other political jurisdictions.
WSACC currently operates and maintains the Rocky River Regional Wastewater Treatment Plant (RRRWWTP), a two-stage 24 MGD, 95% pure oxygen activated sludge, wastewater treatment facility which provides treatment services for the represented jurisdictions, and the Muddy Creek Wastewater Package Treatment Plant that serves the Midland area. The RRRWWTP's disinfection system was upgraded in 1994 using sodium hypochlorite for disinfection and sodium bisulfite for dechlorination, eliminating the use of gaseous chlorine. A sludge processing upgrade was completed in 1995 which included the use of high solid centrifuges for dewatering, high pressured pumps for conveying dewatered sludge, and afterburner/wet electrostatic precipitator for the incinerator stack gases. A Headworks facility to provide screening and grit removal was added in 2000. In 1994, the RRRWWTP was also approved by the Division of Environmental Management for innovative ash disposal methods. Those methods are daily landfill cover and brick manufacturing. In 2004, the RRRWWTP was upgraded with a SCADA system and a backup emergency generator.
WSACC also owns and maintains 110 miles of interceptor sewer lines and five (5) wastewater pump stations that provide services for the representing jurisdictions.
The Water Operations Department consists of the wholesale operations of the Mt. Pleasant Water Treatment Facility, maintenance and operation of three raw water reservoirs and the operation of the Laboratory at the RRRWWTP. The ownership and operation of the Mt. Pleasant Water Treatment Facility was transferred to WSACC on April 1, 2000. This facility, which is permitted to produce 1 MGD, produces an average of .259 MGD to serve the residents of Mt. Pleasant. Lake Don T. Howell is a 1300-acre impoundment of Coddle Creek that is owned by Cabarrus County, operated by WSACC and provides raw water for the Cities of Concord and Kannapolis. Lake Concord is a 100-acre lake that supplies raw water to the City of Concord during emergency conditions. Ownership of Lake Concord was transferred to WSACC in March of 2003. Black Run Reservoir, transferred to WSACC on April 1, 2000, is a 73-acre lake, which supplies raw water to the Mt. Pleasant Water Treatment Facility. The Laboratory at the RRRWWTP is state certified for the analysis of water and wastewater samples. The Laboratory analyzes approximately 2500 analyses per month for NPDES compliance monitoring, industrial pretreatment permit monitoring, process control and drinking water bacteria.
WSACC's Administrative Office is presently located at 232 Davidson Highway, Concord, North Carolina.
