Executive Director

On July 1, 2005, the Board of Directors (Board) of WSACC employed Coleman M. Keeter as WSACC’s new Executive Director.  Mr. Keeter comes to WSACC with approximately 22 years of experience in the water and wastewater field.

Mr. Keeter previously served as the Assistant Utilities Director for the City of Shelby (Shelby) Utilities Department.  His duties involved complex and diverse administrative, operational and management responsibilities in Shelby’s Utilities Department.  Prior to his tenure in Shelby he held various positions with the City of Gastonia (Gastonia) Utilities Department.

Mr. Keeter is originally from Cleveland County.  He graduated from Shelby High School in Shelby, North Carolina.  He is also a graduate of Appalachian State University, Boone, North Carolina and holds a Bachelor of Science Degree in Biology.  Mr. Keeter has co-authored a number of published works.  Those works include: Implementation of a Toxicity Reduction Screening Protocol for Industrial POTW Discharges; Development of a Wastewater Treatment Data Management System for the City of Gastonia; Effluent Toxicity Reduction at a 9 MGD Municipal Treatment Plant with a Significant Industrial Contribution; and Low Cost DBP Reduction: The Shelby Experience.

Mr. Keeter is excited about being a part of WSACC and the changes that are taking place within Cabarrus County due to the tremendous growth.  He feels the position with WSACC will provide a challenging, professional opportunity in a growth-oriented environment with a progressive team atmosphere.
